SOCIAL PROTECTION AND SOCIAL INNOVATION: THE EXPERIENCE OF SOCIAL ENTERPRISES IN SOUTH KOREA

Abstract


Under the influence of a vibrant civil society backed by a progressive political power, South Korea has been engaged in the development of its social welfare system, leading to the emergence of a new welfare mix in which social enterprises played an important role in responding to the issues of both unemployment, and, more broadly, the exclusion or withdrawal of workers from the workplace, as well as the emergence of new social and environmental requirements to which public institutions and the family sphere do not provide an adequate response.

The first section of the text highlights the main characteristics and changes of the South Korean welfare system. The second section analyzes the recent development of the social enterprise and the third section presents in more detail one form of social enterprise that appears especially innovative: the medical cooperative.
