"COOPERATION AND INNOVATION: THE HUMAN DEVELOPMENT PROGRAMME AT THE LOCAL LEVEL IN CUBA"

Victoria Novales

Abstract

The Local Human Development Programme (PDHL) in Cuba was born in 1998 with the support of UNDP and the Cuban Government, with the objective of putting into practice nationally, the commitments emerging from the World Summits of the 1990s and the Millennium Assembly. In the book entitled Cooperación e Innovación. El Programa de Desarrollo Humano Local en Cuba, Emanuele Giordana uses stories, interviews and his own observations to illustrate how the projects implemented in the framework of this programme through decentralized cooperation partnerships create openings for experimentation and innovation and contribute to a gradual but substantive process of change in the local areas where the PDHL is active. The book provides a useful tool at academic level by permitting students to clarify concepts and gain familiarity with the strategies and working methods of decentralized cooperation in a multilateral framework.
